APA Troika condemned Israeli attack on Gaza-bound aid convoy
Top parliamentarians from Asian States meeting in Tehran on Tuesday called for the prosecution of Israeli officials who ordered an attack on a Gaza-bound aid convoy. Parliament Speakers of Iran, Indonesia and Syria attending the Troika meeting of the Asian Parliamentary Assembly (APA) condemned the attack as "a grave act of war crime" and "an act of state terrorism". In a communiqué drafted at the end of the meeting, the three Speakers further called on the UN Security Council to take measures to bring all those responsible for the attack to justice. Text of the Communiqué follows: Tehran Communiqué "Troika Plus" Meeting of the Asian Parliamentary Assembly On Atrocities of the Zionist Regime against Palestinian people Tehran, 1 June 2010 The Second Troika Plus meeting of the Speakers of Asian parliamentary Assembly met in Tehran on 1 June 2010 and adopted the following communiqué on atrocities committed by Israel in occupied territories and against Palestinian people as well as Israeli terrorism and mass murder of innocent nationals of other countries on humanitarian mission to Gaza Strip: We, Speakers of the APA Troika Plus, Condemn, in the strongest terms, the unprovoked attack, murder and injury of tens of innocent people, including some members of parliaments, on sea bound for Gaza on a humanitarian and aid mission, by the naval forces of the Zionist regime upon the order of Israeli government, which constitute an act of state terrorism; Consider the attack as a grave act of war crime and a gross and utterly unjustified violation of international humanitarian law and of the Law of the Sea Convention, Commend the organizers of the aid flotilla, particularly nationals of Turkey, who aimed to draw international attention to the unjust and inhumane blockade of Gaza and to bring much-needed aid to the Palestinian people there, and call on aid and humanitarian organizations and governments to continue dispatching humanitarian aid to Gaza until the blockade is lifted; Call upon the international community, aid and humanitarian organizations to double efforts to bring humanitarian aid and publicity to Gaza and the suffering of all Palestinian people as a result of the lawless and inhuman policies and practices of the Zionist regime with a view to compelling Israel to lift the blockade against Gaza, Urge the United Nations Security Council to Condemn the Israeli attack on the sea against non-combatants en route to Gaza Strip on a humanitarian mission, hold those Israeli officials who ordered the attack, including the Minister of Defense, and those security forces who carried out the attack, criminally responsible under the Rome Statute, and to refer the case forthwith to the International Criminal Court for prosecution, Call upon all international organizations, including the IPU and other inter-parliamentary organizations to condemn the Israeli attack against non-combatants carrying humanitarian aid to the besieged people of Gaza, as an unprovoked criminal act threatening international peace and security, and resolve to work closely with national governments to make strong demand from the Security Council to fulfill its UN Charter obligations in maintaining international peace and security, condemn the attack, lift the blockade of Gaza, establish an independent international investigation of the tragic event, and begin the process to bring those Israeli officials and forces responsible for the attack to justice, Call upon the government of Egypt to play its role as an important and influential Islamic state, by opening the Rafah Crossing with a view to lifting of the blockade against Gaza; Welcomed the message by the Supreme Leader of the Islamic Republic of Iran on this Zionist crime, calling it no longer an Arab or even Islamic issue, but the greatest issue of international human rights; We, Speakers of the APA Troika Plus also, Recall our two-day visit to Syria, Lebanon and Jordan on 8-9 January 2009, where we consulted with Parliamentary and political leaders there, condemned the crimes and atrocities committed by Israel in Gaza and the West Bank, and urged the international community to exercise all possible pressures on the Israeli regime to cease forthwith such crimes against humanity; Express determination of the APA to strengthen parliamentary diplomacy with a view to promoting international peace and security at regional and global levels on the basis of the rule of law and justice; Reaffirm the relevant APA resolutions on Palestinian issue, including the “Resolution on Violations of International Humanitarian Law in Palestine and the War Crimes Committed by the Zionist Regime in Gaza” adopted in Bandung, Indonesia, on 10 December 2009, contained in APA/Res/2009/02; Condemn Israel’s intransigence in defiance of the views of the international community on the occupation of Palestinian and Arab lands, including the Golan heights and Sheba farms and its continued violation of international humanitarian law and acts of war crimes against Palestinian people, Condemn particularly the following measures by the Zionist regime that gravely endangers international peace and security: • Attack, murder and wounding of innocent civilians of other countries en route to take humanitarian aid to the besieged people of Gaza, • The unjust blockade of Gaza Strip, • Expulsion and detention of Palestinians in an attempt to alter the cultural and demographic character of the City of Al-Quds; • Building new and illegal Jewish settlements in and around the City of Al-Quds; • Excavation underneath the Al Aqsa Mosque and the areas surrounding it; • Isolating the Holy City of Al-Quds from the rest of Palestinian territory; • Building of a racist separation wall especially in and around the City, • Obstructing the access of Muslims and Christians to their holy places of worship, • Confiscating lands, withdrawing of Palestinian identity cards, • Defying the international call on Israel to accede to the Non-Proliferation Treaty and to establish a weapons of mass destruction free zone in the Middle East; Urge the international community, including all inter-parliamentary organizations, as well as the United Nations Security Council to compel Israel to desist forthwith from measures above, reject any geographic or demographic alteration in the City of Al-Quds, put an end to the demolition of homes, withdrawal of identity cards of Palestinian citizens, the systematic purging of the City of its Arab residents, open the land crossings as well as the sea and air exits from Gaza Strip, and place all its nuclear facilities under comprehensive IAEA safeguards; Convinced that such acts by the occupying regime constitute violation of international humanitarian law and the provisions of the Geneva Conventions, which raise individual criminal responsibility punishable under international criminal law and the Rome Statute; Support the international rejection of the announcement by Israel to include the Al-Haram al-Ibrahimi in the city of Al-Khalil, the Bilal Mosque in Beit-AlLahm, and the walls of the Old City of al-Quds into its list of heritage sites; Reaffirm the international commitment to achieve a just, lasting and comprehensive peace in the Middle East with establishment of a sovereign, viable, contiguous and independent Palestinian State with the City of Al-Quds as its capital, where all Palestinian refugees have an unconditional right to return to their homes; Call upon all Palestinian groups to set aside their differences, join together and strengthen Palestinian national unity to further promote the cause of Palestine, enhance national resolve and capability to resist Israeli onslaught in defense of the inalienable rights of the Palestinian people, and reiterate the imperative of international support for Palestinian resistance and front line states, especially Lebanon and Syria as the only way to secure the inalienable rights of the Palestinian people; Reconfirm our resolve to continue to promote support for the Palestinian cause and the people of Palestine within APA, our national parliaments and constituencies as well as making strong representations to our governments to accord priority to this important issue of international peace and security, and call upon Asian governments to severe diplomatic and economic relations with the Zionist regime, and call upon the UN Security Council to take measures against the Zionist regime under chapter VII of the UN Charter, Express determination to remain seized of the issue and to continue to promote support for the Palestinian people within APA, Troika Plus and our national parliaments and constituencies. Express appreciation to the Islamic Parliament of the Islamic Republic of Iran for hosting this Troika Plus meeting, which coincided with the anniversary commemoration of the late Imam Khomeini.
